"Bilateral Programs" are full or partial scholarships offered based on educational cooperation and exchange agreements or consensus reached between China and the governments, institutions, schools, and international organizations of relevant countries.


1. Funding Type, Duration, and Language of Instruction
. Funding types include undergraduates, master's students, doctoral students, general scholars, and senior scholars. Please consult your country's sending department for details.
Language of Instruction: Undergraduates are taught in Chinese; graduate and scholar programs are generally taught in Chinese, though some schools offer English-taught programs (for details, please visit http://www.csc.edu.cn/studyinchina or http://www.campuschina.org for information on Chinese institutions and programs).
Applicants choosing Chinese as the language of instruction (bachelor's degree programs, general scholars, and senior scholars) must have a Chinese proficiency of HSK Level 3 at the time of application; applicants choosing Chinese as the language of instruction (master's and doctoral degree programs) must have a Chinese proficiency of HSK Level 4 at the time of application
. Duration of Study: This includes the duration of both program study and Chinese language tutoring (preparatory courses).

3. Application Acceptance Agency and Application Period
: Application acceptance agency. The sending department of each country.
Application period: Generally, it is from early January to early April. Please inquire with the sending department of your country for specific times.


IV. Application Requirements
1. Non-Chinese citizens, in good health;
2. Education and Age Requirements:
● Applicants coming to China to study undergraduate courses must have a high school diploma with excellent academic performance and be no older than 25 years old;
● Applicants coming to China to pursue a master's degree must have a bachelor's degree and be no older than 35 years old;
● Applicants coming to China to pursue a doctoral degree must have a master's degree and be no older than 40 years old;
● Applicants coming to China to study as ordinary scholars must have a high school diploma or above and be no older than 45 years old;
● Applicants coming to China as senior scholars must have a master's degree or above or the title of associate professor or above and be no older than 50 years old.


V. Application Process:
1. Submit an application to your home country's student dispatching department and obtain a recommendation;
2. Contact the scholarship institution and receive a pre-admission letter from the institution;
3. Log in to the "Chinese Government Scholarship Study Abroad Management Information System" (after logging in Contact E-Square to get website , click the "Online Student Registration Portal" icon to access), complete and submit your application information online, and print the "Chinese Government Scholarship Application Form." Instructions for using the "Chinese Government Scholarship Study Abroad Management Information System" and the "Acceptance Agency Number" can be obtained from your home country's student dispatching department.
4. Submit the application materials to your home country's student dispatching department within the specified timeframe.
Note: The China Scholarship Council does not accept individual applications directly. The China Scholarship Council reserves the right to make necessary adjustments to the institutions of applicants who do not receive a pre-admission letter.


VI. Application Materials
: 1. Chinese Government Scholarship Application Form (in Chinese or English);
2. Passport cover page. Applicants must submit a clear scan of the front page of an ordinary passport valid after March 1, 2022. If your current passport does not meet the requirements, please apply for a new passport promptly. Applicants who are unable to obtain a passport before submitting their application due to objective reasons may submit valid documents or certifications containing their English name, gender, nationality, and date of birth, with the approval of the application institution.
3. Notarized highest academic degree. If you are a student, you must submit a certificate of expected graduation or enrollment issued by your current institution.
  4. Academic transcripts. Documents in languages other than Chinese or English must be accompanied by a notarized Chinese or English translation.
  5. Study or research plan in China (no less than 200 words for undergraduates, no less than 500 words for continuing education students, and no less than 800 words for graduate students).
6. Letters of recommendation. Applicants for master's and doctoral degrees and those applying to study in China as advanced scholars must submit two letters of recommendation from professors or associate professors, written in Chinese or English.
  7. Applicants for music programs must submit their own portfolio; applicants for fine arts programs must provide two sketches, two color drawings, and two other works.
  8. Applicants under the age of 18 must submit relevant legal documents from their legal guardian in China.
       9. Applicants intending to study in China for more than six months must submit a copy of the "Foreigner Physical Examination Form" (the original should be kept by the applicant; this form is printed and completed in English by the Chinese health and quarantine authorities). Applicants must strictly follow the requirements of the "Foreigner Physical Examination Form." A "Foreigner Physical Examination Form" without any missing items, without a photograph or a stamped seal, or without the signature and stamp of the physician and hospital is invalid. The examination results are valid for six months.
10. Criminal Record Certificate. Applicants must submit a valid criminal record certificate issued by the local public security bureau, generally dated no more than six months prior to the date of application.
The following materials are recommended:
1. Pre-admission letter from the Chinese Government Scholarship recipient institution;
2. Proof of language proficiency, such as an HSK score report, IELTS, or TOEFL score report.
Note: All documents uploaded via the system must be legible, authentic, and valid. Applicants are advised to use professional scanning equipment to submit relevant documents. Applicants are responsible for any consequences resulting from unclear or unreadable uploaded documents.


VII. Admission and Notification
1. The China Scholarship Council (CSC) will review scholarship applicants to determine whether they meet the application requirements. Unqualified applicants or inadequate application materials will not be accepted.
2. The CSC will forward approved application materials to the relevant universities for admission. The CSC reserves the right to make appropriate adjustments to the university, major, funding type, scholarship duration, etc. selected by the applicant based on the scholarship funding requirements of each country, the admission capacity of the scholarship institution, program requirements, and the applicant's qualifications. The admission results will be determined by the university. For application materials accompanied by a pre-admission notice from the university, the CSC will send it directly to the pre-admitted university to confirm admission.
3. Applicants whose admission is confirmed by the scholarship institution will, upon approval by the CSC, receive the Chinese Government Scholarship to study in China. Each scholarship recipient can only receive funding from one Chinese Government Scholarship program.
4. The China Scholarship Council will send the "Admission List," "Admission Notice," and "Visa Application Form for Foreign Students Studying in China" (JW201) to the Chinese Embassy (or Consulate General) in the country of origin by July 31st, who will forward them to the sending department or the student.
5. Scholarship recipients may not change the institution, program, or duration of study listed in the "Admission Notice" after arriving in China.
6. Scholarship recipients who fail to study in China as scheduled will forfeit their scholarship eligibility.
