Details
"Bilateral Programs" are full or partial scholarships offered based on educational cooperation and exchange agreements or consensus reached between China and the governments, institutions, schools, and international organizations of relevant countries.
1. Funding Type, Duration, and Language of Instruction
1. The bilateral program accepts undergraduates, postgraduates, doctoral students, general scholars, and senior scholars. Please consult the Chinese embassy or consulate in your country or the sending agency for international students for specific admission categories. Dalian University of Technology does not have the authority to directly accept students.
2. The language of instruction for undergraduate students studying in China on a Chinese Government Scholarship is Chinese. Graduate and continuing education students studying in China on a Chinese Government Scholarship are generally taught in Chinese. Dalian University of Technology offers English instruction for some programs (for details, please visit studyinchina.com or refer to our program information).
3. The scholarship period is the study period determined at the time of admission, including the period of professional study and Chinese language tutoring (preparatory course). In principle, no extension will be granted.

II. Funding Content
Both full and partial scholarships are available. Please refer to "Chinese Government Scholarship Introduction" for details.
III. Application Acceptance Agency and Application Time
Application acceptance agency: the student dispatching department of each country.
Application period: Early November to early April of the following year. Please inquire with the sending department of your country for specific dates.
IV. Application Requirements
1. Non-Chinese citizens, in good health;
2. Educational background and age requirements:
● Applicants who come to China to study undergraduate courses must have a high school diploma with excellent academic performance and be under 25 years old;
● Applicants who come to China to pursue a master's degree must have a bachelor's degree and be under 35 years old;
Applicants seeking a doctorate in China must hold a master's degree and be under 40 years old;
●Students coming to China as general scholars must have a high school diploma or above and be under 45 years old;
● Senior scholars coming to China to study must hold a master's degree or above, or be an associate professor or above, and be under 50 years old.
V. Application Process
1. Submit an application to the sending department of your country and obtain recommendation qualification;
2. Contact our school and obtain a pre-admission letter from the school;
3. Log in to the "Chinese Government Scholarship Study Abroad Management Information System" (log in or click the "Online Student Registration Portal" icon to enter), fill out and submit your application information online, and print the "Chinese Government Scholarship Application Form." You can consult and obtain the "Chinese Government Scholarship Study Abroad Management Information System" operating instructions and "Accepting Agency Number" from the sending department of your country of origin.
4. Submit the application materials to the dispatching department of your home country within the specified time.
Note: The China Scholarship Council does not accept individual direct applications. The China Scholarship Council reserves the right to make necessary adjustments to the institutions of applicants who do not receive a pre-admission notice.
VI. Application Materials
1. Chinese Government Scholarship Application Form (in Chinese or English) ;
2. Passport front page:
Applicants must submit a clear scanned copy of the first page of their ordinary passport with a validity period later than March 1, 2025. If the validity period of the current passport does not meet the requirements, please renew your passport in time. Applicants who are unable to obtain a passport before submitting an application due to objective reasons may submit a valid ID or certification document containing their "English name, gender, nationality, date of birth" and other information with the approval of the acceptance agency;
3. Notarized highest academic qualification certificate:
Documents in languages other than Chinese or English must be accompanied by notarized Chinese or English translations. Students currently enrolled must submit a certificate of enrollment issued by their current school;
4. Academic transcripts:
Applicants must provide complete transcripts from the first to the last semester of their high school, undergraduate, master's (if applicable), and doctoral (if applicable) studies. Transcripts must be stamped by the academic affairs office or student affairs office of their graduating university. Documents in languages other than Chinese or English must be accompanied by notarized Chinese or English translations.
5. Study or research plan in China:
Please write in Chinese or English. Undergraduate students should write no less than 600 words, continuing education students no less than 500 words, and graduate students no less than 1000 words. Please see Appendix 1 for the undergraduate personal statement template and Appendix 2 for the graduate research plan template.
6. Letter of Recommendation:
Applicants for master's and doctoral programs and those applying to study in China as advanced scholars must submit two letters of recommendation from professors or associate professors, written in Chinese or English. The recommendation letter template is shown in Appendix 3.
7. Physical examination records of foreigners:
Applicants who plan to study in China for more than 6 months must submit a copy of the "Foreigner Physical Examination Form" (the original copy should be kept by the applicant. This form is printed uniformly by the Chinese health and quarantine department and can be downloaded from the CSC website. It must be filled in English). Applicants should strictly follow the items required by the "Foreigner Physical Examination Form" during the examination. "Foreigner Physical Examination Form" with missing items, without the applicant's photo or the photo without a cross-stamp, or without the signature and stamp of the doctor and the hospital is invalid. As the examination results are valid for 6 months, please determine the time for your own physical examination accordingly. The template is shown in Appendix 4;
8. Blood test report:
Blood test reports should include HIV, VDRL, HbsAg and HCV test results.
9. Criminal record certificate:
Applicants must submit a valid criminal record certificate issued by the local public security bureau, which should usually be issued within 6 months of the date of application. If this certificate cannot be provided during the application process, a "Criminal Record Commitment" in Appendix 5 may be signed as a temporary substitute document.
10. Proof of language proficiency:
To apply for Chinese-taught courses, you must provide HSK scores (valid for two years). The requirements are as follows:
(1) Applicants for science, engineering, economics and management majors must have an HSK level 4 score of 180 or above;
(2) Applicants for humanities, social sciences, and philosophy majors must have an HSK Level 5 score of 180 or above.
To apply for courses taught in English, you must provide the following proof of English proficiency:
(1) Submit TOEFL or IELTS score report, which should be 80 or above in principle, and 5.5 or above in IELTS;
(2) Language of instruction certificate if the language of instruction in the previous stage was English;
(3) Applicants from countries where English is the official language are exempt from submitting English language proficiency certificates.
For master's and doctoral applicants who are unable to provide the above-mentioned certificates, their language proficiency may be determined by their supervisor and department based on the specific circumstances of the interview and written examination.
11. Other Materials:
(1) Applicants under the age of 18 must submit relevant legal documents of their legal guardian in China;
(2) Students applying for music majors must submit a CD of their own works; students applying for fine arts majors must submit a CD of 2 sketches, 2 color paintings, and 2 other works;
(3) If the applicant is already employed, he/she must provide a certificate of employment issued by the employer.
Note: All uploaded application materials must be clear, authentic, and valid. Applicants are advised to use professional scanning equipment. Applicants are solely responsible for any consequences of unclear documents being unable to be scanned.
VII. Application Method for Pre-Admission Letter
Applicants for Category A Chinese Government Scholarship must complete:
(1) Submit your application on our website (Contact E-Square to get website) and select the "Scholarship" category. In the "Upload Materials" section, please attach the application document for the Chinese Government Scholarship Category A program.
(2) Please send all electronic application materials to (Contact E-Square to get related information). Please send all application materials in zip format. Please name the email subject as "DUT application number + Pre-admission letter for Type A", e.g., "20241100001 + Pre-admission letter for Type A". If you do not submit electronic application materials via email, your application will not be accepted. If you have received a scholarship pre-admission notice, please attach it to your application materials and submit it to the sending department of your country.
8. Admission and Notification
1. The China Scholarship Council will review whether the scholarship applicants meet the application requirements. Applicants who do not meet the requirements or whose application materials do not meet the requirements will not be accepted.
2. The China Scholarship Council (CSC) will forward the approved application materials to the relevant universities for admissions arrangements. The CSC reserves the right to make appropriate adjustments to the university, major, funding type, and scholarship duration selected by the applicant based on the scholarship funding requirements of each country, the acceptance capacity of the scholarship institution, the program duration requirements, and the applicant's qualifications. The university will then determine the admission results. For application materials accompanied by a pre-admission notice from the university, the CSC will send it directly to the pre-admitted university for confirmation of admission.
3. Applicants who have been confirmed admitted by the scholarship institution will be eligible for the Chinese Government Scholarship to study in China after approval by the China Scholarship Council. Each scholarship recipient can only receive funding from one Chinese Government Scholarship program.
4. The China Scholarship Council will notify the Chinese Embassy (or Consulate General) in the host country of the admission results in July or August, and the embassy or consulate general will notify the sending department or the student himself.
5. Scholarship recipients are not allowed to change the university, major, or duration of study listed in the Admission Letter after arriving in China.
6. Scholarship eligibility will be forfeited if students fail to study in China within the admission period.
